ज़रा सोचिए… आप अपने घर से निकले हैं, दस्तावेज़ों का एक बंडल हाथ में है और दिमाग में सिर्फ़ एक ही ख्याल—आज तो Bank का काम निपटाना ही है। लेकिन जैसे ही आप बैंक पहुंचते हैं, लाइन में खड़े होते हैं और अपनी बारी आने पर कर्मचारी से कहते हैं कि आपको पासबुक अपडेट करवानी है, चेक क्लियर कराना है या फिर कोई नया खाता खुलवाना है—सामने से एक ठंडी आवाज़ आती है, “अभी नहीं, लंच के बाद आना।”
आप मान लेते हैं, थोड़ा इंतजार कर लेते हैं। लेकिन जब लंच खत्म होने के बाद फिर से पहुंचते हैं, तो पता चलता है कि वह कर्मचारी कुर्सी पर ही नहीं है। कोई कह देता है—“आज छुट्टी ले ली।” उस वक्त आपकी नसों में गुस्सा दौड़ता है, लेकिन आप कर भी क्या सकते हैं? यही तो सबसे बड़ा सवाल है—क्या ऐसे मामलों में ग्राहक सिर्फ़ चुपचाप सहता रहे या फिर उसके पास कोई रास्ता है? आज हम इसी विषय पर गहराई में चर्चा करेंगे।
असल में, यह समस्या भारत के लगभग हर Bank ग्राहक की कहानी है। करोड़ों लोग रोज़ाना बैंकों में जाते हैं—किसी को जमा करना होता है, किसी को निकालना, किसी को लोन का काम, तो किसी को सिर्फ़ एक स्टेटमेंट चाहिए। लेकिन बहुत बार ऐसा होता है कि कर्मचारी लापरवाही दिखा देते हैं, ग्राहक को टाल देते हैं या उन्हें बेवजह इंतजार कराते हैं। और दुख की बात यह है कि ज़्यादातर लोग सोचते हैं—“यही सिस्टम है, क्या किया जा सकता है।” जबकि सच्चाई यह है कि ग्राहकों को भारतीय रिज़र्व Bank यानी RBI ने ऐसे हालात से निपटने के लिए कई अधिकार दिए हैं।
ग्राहक अधिकारों की यह जानकारी आम आदमी तक नहीं पहुंच पाती। यही वजह है कि हम सब, चाहे पढ़े-लिखे हों या गांव से आए किसान, Bank में जब एक कर्मचारी हमें कहता है “कल आना, परसों आना,” तो हम इसे किस्मत मानकर छोड़ देते हैं। लेकिन RBI कहता है—अगर Bank कर्मचारी अपनी ड्यूटी के दौरान काम करने से मना करता है, आपकी बात टालता है या जानबूझकर देरी करता है, तो उस पर तुरंत कार्रवाई हो सकती है। ज़रूरत सिर्फ़ इस बात की है कि आप अपने अधिकारों को पहचानें और सही समय पर उनका इस्तेमाल करें।
यही कहानी अब धीरे-धीरे बदल रही है। पहले लोग शिकायत करने से डरते थे—“अगर मैंने शिकायत की तो मेरा ही काम और अटक जाएगा।” लेकिन RBI ने सिस्टम ऐसा बनाया है कि ग्राहक की आवाज़ सीधे ऊपर तक पहुंच सके। मान लीजिए आपने शिकायत की—तो सबसे पहले Bank का मैनेजर या नोडल अधिकारी उस पर सुनवाई करेगा। अगर वहां भी समाधान नहीं मिला, तो मामला सीधे बैंकिंग लोकपाल तक जाता है, जहां ग्राहक की सुनी ही जाती है।
अब ज़रा उस इंसान की कहानी सोचिए, जो एक छोटे शहर से आया है। उसके पास थोड़े पैसे हैं, जिनसे वह अपने बेटे का दाख़िला कराना चाहता है। वह Bank पहुंचता है, लेकिन कर्मचारी कह देता है—“आज सिस्टम स्लो है, कल आना।” अगले दिन फिर वही बात—“नेटवर्क नहीं है, परसों आना।” तीसरे दिन फिर बहाना—“साहब मीटिंग में हैं।” उस गरीब आदमी के दिल में जो लाचारी है, वही लाचारी करोड़ों भारतीय महसूस करते हैं। लेकिन फर्क सिर्फ़ इतना है कि अब RBI ने उस लाचारी को आवाज़ दी है।
RBI ने हर Bank के लिए ग्रीवेंस रिड्रेसल यानी शिकायत निवारण की व्यवस्था की है। हर Bank का एक हेल्पलाइन नंबर होता है, एक पोर्टल होता है और एक अधिकारी तय होता है, जो शिकायतों को देखता है। अगर आपको किसी कर्मचारी की लापरवाही का सामना करना पड़ा है, तो आप उसी वक्त उस बैंक के टोल-फ्री नंबर पर कॉल कर सकते हैं या पोर्टल पर ऑनलाइन शिकायत दर्ज कर सकते हैं। और सबसे बड़ी बात—ऐसी शिकायतों पर तुरंत एक्शन होता है।
फिर भी अगर आपका मामला वहीं दबा रह जाए, Bank की ओर से 30 दिनों तक कोई समाधान न आए, तो आपके पास अगला रास्ता है—बैंकिंग लोकपाल। यह संस्था रिज़र्व Bank के तहत काम करती है और यह सुनिश्चित करती है कि Bank ग्राहक की परेशानी को गंभीरता से लिया जाए। बैंकिंग लोकपाल के सामने आप सिर्फ़ कर्मचारी की लापरवाही ही नहीं, बल्कि किसी भी तरह की बैंकिंग सेवा की शिकायत ले जा सकते हैं। चाहे आपका ट्रांजैक्शन फेल हो गया हो, UPI काम न कर रहा हो, लोन पास न हो रहा हो या गलत चार्ज कट गया हो—हर शिकायत यहां सुनी जाती है।
आज के डिजिटल दौर में शिकायत करना और भी आसान हो गया है। RBI ने Complaint Management System (CMS) बनाया है। और अगर आपको ऑनलाइन करना मुश्किल लगता है, तो RBI ने एक टोल-फ्री नंबर भी दिया है—14448। इस पर कॉल करके आप सीधे बैंकिंग लोकपाल तक अपनी बात पहुंचा सकते हैं।
सोचिए, पहले जहां लोगों को लगता था कि Bank एक “बड़ा तंत्र” है, जिसके सामने आम आदमी की आवाज़ नहीं सुनी जाती, वहीं अब उसी आदमी को यह ताक़त मिल गई है कि वह सीधे Bank के शीर्ष तक अपनी शिकायत पहुंचा सकता है। और यह सिर्फ़ किताबों की बात नहीं है—आज ऐसे हजारों मामले सामने आते हैं, जहां ग्राहकों ने शिकायत की और तुरंत समाधान मिला।
लेकिन सवाल यह भी उठता है—इतने अधिकार मिलने के बावजूद लोग शिकायत क्यों नहीं करते? जवाब है—जानकारी का अभाव। गांव का किसान, छोटे शहर का दुकानदार या यहां तक कि महानगर में रहने वाला एक पढ़ा-लिखा युवा भी यह नहीं जानता कि बैंकिंग लोकपाल जैसी कोई चीज़ होती है। वह बस इतना जानता है कि Bank का कर्मचारी अगर नाराज़ हो गया तो उसका काम और अटक जाएगा। और यही डर लोगों को चुप रहने पर मजबूर करता है।
अगर हम इसे एक बड़ी तस्वीर में देखें, तो यह सिर्फ़ Bank का मामला नहीं है। यह पूरे सिस्टम की मानसिकता है। जब हम ट्रेन में देर से आने पर चुप रहते हैं, सरकारी दफ़्तर में काम अटकने पर रिश्वत देते हैं, या बिजली विभाग की लापरवाही को सह लेते हैं—तो हम दरअसल अपनी चुप्पी से उस लापरवाही को और बढ़ावा देते हैं। लेकिन बैंकिंग सेक्टर में RBI ने कम से कम यह सुनिश्चित कर दिया है कि ग्राहक के पास एक औपचारिक और असरदार रास्ता है।
इस कहानी को समझने का सबसे अच्छा तरीका है—इसे एक साधारण घटना से जोड़ना। मान लीजिए, एक महिला अपने पति के इलाज के लिए पैसे निकालने बैंक जाती है। काउंटर पर जाकर कहती है कि तुरंत रकम चाहिए। लेकिन कर्मचारी कह देता है—“सर्वर डाउन है, बाद में आना।” महिला रोती है, गिड़गिड़ाती है, लेकिन उसकी बात कोई नहीं सुनता। अब अगर उस महिला को पता हो कि वह तुरंत शिकायत दर्ज करा सकती है, तो उस कर्मचारी पर कार्रवाई होगी और उसकी रकम समय पर मिलेगी। यही है जानकारी की ताक़त।
समाज में बदलाव तभी आता है, जब लोग अपने अधिकारों को समझते हैं। Bank कर्मचारी को यह मालूम होना चाहिए कि उसके द्वारा बोला गया “कल आना” ग्राहक के लिए सिर्फ़ एक टालने वाली लाइन नहीं, बल्कि उसकी ज़िंदगी का सबसे बड़ा दर्द बन सकता है। और ग्राहक को यह मालूम होना चाहिए कि अब उसे यह लाइन सुनने की ज़रूरत नहीं है।
धीरे-धीरे यह सोच बदल रही है। RBI की पहल से अब लोग शिकायत करने लगे हैं, बैंकिंग लोकपाल के पास शिकायतों की संख्या बढ़ रही है और सबसे अहम बात—समाधान भी जल्दी मिल रहे हैं। यह सिस्टम ग्राहकों को भरोसा दिला रहा है कि उनकी आवाज़ दबाई नहीं जाएगी।
तो अगली बार जब कोई बैंक कर्मचारी आपको कहे—“कल आना, परसों आना…” तो याद रखिए, आपके पास विकल्प हैं। आप चुपचाप घर नहीं जाएंगे, बल्कि उसी वक्त शिकायत करेंगे। और यह शिकायत सिर्फ़ आपके लिए नहीं, बल्कि उस सिस्टम के लिए होगी, जिसमें सालों से ग्राहक दबकर जीते आए हैं।
